Evaluates the National Council for Voluntary Youth Services (NCVYS) three-year Action Pays scheme, which was established to help voluntary organisations support and encourage young people to take direct control and direct their own community action.

The report highlights the factors which support good practice in youth-led community action and notes that the majority of the Action Pays participants felt that the experience of being involved with the scheme had been a positive one and had helped them learn new skills.

It concludes that Action Pays can be seen to have been effective in meeting its aims of:

• working with young people to plan and manage their own work


• identifying factors which helped to develop and sustain good practice


• encouraging young people to develop the skills and confidence to plan and manage their own work
